Most Americans Say Bush Has No Clear Plan for Iraq

PRINCETON, NJ -- Only days before the third anniversary of the U.S.-led invasion of Iraq, President George W. Bush yesterday gave the first in a series of speeches designed to convince the American public he has a strategy for victory. A CNN/USA Today/Gallup poll conducted over this past weekend suggests it will be tough going for the president. Only 32% of Americans believe he has a clear plan for handling the situation in Iraq, while 67% say he does not.

Generally, people have been more skeptical than positive about Bush's Iraq planning, but the current poll shows the highest number of Americans expressing skepticism since Gallup first asked the question in August 2003.

This negative sentiment comes amid recent news reports of intense fighting in Iraq and the possibility that a civil war is imminent. The poll shows only 38% of Americans say the war is going well in Iraq, while 60% say it is going badly -- including 28% who say "very" badly.

These are the most negative numbers Gallup has measured on this question in almost two years. The last time less than 40% of Americans said things were going well was in April/May 2004, following the fighting in Fallujah and the revelations of the prison abuses in Abu Ghraib. In February and early March 2005, optimism increased following the first elections in Iraq to form a provisional government. In the following months, with renewed fighting, optimism declined. There was a slight uptick in January of this year, again following elections, this time for a permanent government, but ongoing sectarian violence has since caused Americans to view the war more pessimistically.

With all of the bad news, 57% of Americans believe it was a mistake to go to war in the first place. This is the second-highest percentage Gallup has measured on this question, just under the 59% who expressed this view last September.

Who Can Do Better in Iraq?

The poll also asked whether Democrats in Congress have a clear plan for handling the situation in Iraq, and 68% said no, while just 25% said yes.

These results might suggest that the low ratings for Bush do not signify a problem for the president or the Republicans, because Americans are no more confident in the Democrats than they are in Bush. But a separate question that asks people to specify which party in Congress could do a better job in dealing with Iraq finds an eight-point advantage for the Democrats over Republicans, 48% to 40%.

These views are not much different from what Gallup measured last October, but they show a major reversal in confidence from three years ago.

Survey Methods

Results are based on telephone interviews with 1,001 national adults, aged 18 and older, conducted Mar. 10-12, 2006. For results based on the total sample of national adults, one can say with 95% confidence that the maximum margin of sampling error is ±3 percentage points.

In addition to sampling error, question wording and practical difficulties in conducting surveys can introduce error or bias into the findings of public opinion polls.
